This accessibility statement applies to the website of the transfer service for lists of shares in the Residential and Commercial Property Information System. The National Land Survey of Finland’s (NLS) specialists have assessed the website’s compliance with accessibility requirements. The statement was revised on 6 June 2024.
Accessibility requirements are largely fulfilled
The accessibility of the website was assessed on 5 February 2024. It was stated that the website largely fulfils accessibility requirements and that there are no critical accessibility flaws.
The accessibility issues discovered during the assessment are listed below. The findings are based on Web Content Accessibility Guidelines (WCAG) 2.1. The number and link provided after each finding indicates which WCAG section is not yet fulfilled at the website.
Significant issues in perceivability
- Not all descriptive texts have been linked programmatically to the sections they describe. The icons used in conjunction with descriptive texts have no alternative texts. WCAG 1.1.1, WCAG 1.3.1, WCAG 3.3.2
- Not all table columns have headers. WCAG 1.3.1
Moderate issues in perceivability
- There are flaws in heading ranks. Lists and blank rows have been used on the pages for layout purposes. WCAG 1.3.1
- Not all texts can be enlarged simply by changing the font size. WCAG 1.4.4
- There are challenges in responsiveness, especially when used horizontally on mobile devices. WCAG 1.4.10
Significant issues in operability
- An icon is used in a table, and its meaning cannot be identified by using the keyboard alone. WCAG 2.1
- The logo’s link text is not descriptive. WCAG 2.4.4
- Keyboard focus is not shown in the buttons used to close message windows. If the message windows are not closed, they will remain visible and cover other content. WCAG 2.4.7 + upcoming WCAG 2.4.11
Moderate and minor issues in operability
- No warning is given to screen reader users when a link opens in a new tab. WCAG 2.4.4
- The order in which elements in the top navigation are read when using a screen reader varies depending on how the page is browsed. WCAG 2.4.3
Significant issues in understandability
- The logos are in Finnish even if the website language is changed to Swedish. WCAG 3.1
- Not all error messages indicate what the error is. In addition, the validation of input fields does not always work, and users can input incorrect information. WCAG 3.3.1
Moderate issues in understandability
- Part of the names and descriptive texts of user interface components is in English. WCAG 3.1
Other accessibility issues
Printouts of owner apartments, lists of shares, draft versions of lists of shares, and decision notifications in PDF format are not fully accessible. For example, documents have not been code-marked which means that understanding their content and structure using assistive technologies such as screen readers may be difficult. Furthermore, no language has been set for files, in which case screen readers may not necessarily be able to read everything correctly. Correction plan for the website
The issues discovered at the website will be corrected as soon as possible, by 31 December 2024 at the latest.
