The Ministry of Agriculture and Forestry is currently requesting statements on the National Land Survey of Finland’s draft fees regulation, which is due to enter into force on 1 November 2024. Among other things, the draft regulation proposes that the fee charged for registering ownership of an apartment be increased to correspond to the current cost level. 

The draft fees regulation is currently in consultation

The Ministry of Agriculture and Forestry is currently requesting statements on the draft fees regulation concerning the fees of the National Land Survey of Finland, as well as the fees and compensations for notary services in 2025. The consultation is open until 15 August 2024. The Ministry will confirm the new fees regulation in October, and the regulation is due to enter into force on 1 November 2024. 

The general increase in the cost level is reflected in the draft of the new fees regulation as price increases. However, the prices charged by the National Land Survey of Finland to customers are not to make a profit, but to cover the costs of operations. 

The standard VAT rate will increase to 25.5% from 1 September 2024  

The standard VAT rate will increase from 24% to 25.5% as of 1 September 2024. Parliament has approved the amendment, but the law has not yet been enforced.  The new VAT rate will be applied to goods and services for which the tax rate is now 24%, and the increase applies to the National Land Survey of Finland’s products covered by VAT. Such products include property owner and address information, map printouts and map printout files, map image and aerial image data, data services and interface services for contract customers, and subscription tasks and GNSS station data.

Our price excluding VAT will remain the same. The date of delivery of the product determines the VAT rate in accordance with the Finnish Tax Authority's instructions.
