Why is personal data processed?
The National Land Survey of Finland (NLS) processes personal data in the Private Road Register (yksityistierekisteri) to reach the contact persons of private road maintenance associations and to provide the information service.
The NLS maintains a private road register which contains information about private roads for the management of which a road maintenance association has been established. The NLS also maintains a private road register on private roads located in areas covered by a detailed plan. The Private Road Register is part of the NLS’s Land Information System.

The NLS processes personal data to comply with its statutory obligations.
Whose personal data is processed?
In the Private Road Register, the NLS processes the personal data of the contact persons of private road maintenance associations or chairs of private road maintenance committees.
What personal data is processed?
The NLS processes the following data of the contact persons of the private road maintenance associations:
- Names
- Personal identity codes
- Contact details.
Is automated decision-making or profiling used?
The processing of personal data does not involve any automated decision-making or profiling.
How long is the personal data retained?
The NLS permanently retains the data entered in the Private Road Register, unless otherwise provided by law.
If the data in the Private Road Register has changed, the retention and usability of the previous data will be ensured by separately archiving the data.
Where does the personal data come from?
The NLS receives the personal data from private road maintenance associations.
To whom is personal data disclosed?
The NLS discloses documents containing personal data to a requesting party by law. Data is disclosed in the form of extracts, certificates and other printouts, via the NLS’s e-service, as well as through the technical interface.
The NLS may disclose personal data through the technical interface to:
- The judicial administration
- Regional State Administrative Agencies
- Centres for Economic Development, Transport and the Environment
- Municipalities
- Finnish Tax Administration
- Security authorities such as the Finnish Defence Forces and the police
- Digital and Population Data Services Agency
- Metsähallitus
- Public purchase witnesses
- Senate Properties.
Furthermore, the NLS may disclose personal data with a separate licence via the technical interface to an individual who needs the information for the purposes of urban planning, real estate brokerage, property appraisal, the granting and monitoring of credit or other comparable purposes related to properties or ensuring national security.
Personal data is not transferred outside the EU or EEA.
What are your rights in relation to the processing of your personal data?
You have the right to be informed whether the NLS is processing your personal data and if so, which data. You may submit a request to view your personal data using our form or submit a free-form request.
You have the right to request that the NLS rectifies any inaccurate personal data without undue delay. You may submit a request for rectification using our form or submit a free-form request.
Right to lodge a complaint with the Data Protection Ombudsman
You have the right to lodge a complaint with the Data Protection Ombudsman if you are of the opinion that the NLS has violated legislation on the processing of personal data.
