Why is personal data processed?

The purpose of the Property Purchase Price Register (kiinteistöjen kauppahintarekisteri) is to assist in the determination of the value of properties during expropriation proceedings, land use planning, taxation, the granting of loans, the maintenance of national security, and other evaluation and research tasks. 

The National Land Survey of Finland (NLS) processes personal data in the assessment of the representativeness of a specific real estate transaction and for statistical purposes such as when determining the average buyer.  

What is the basis for the processing of personal data?

The NLS processes personal data to comply with its statutory obligations.  

Whose personal data is processed?

Personal data of transferors and transferees of properties is processed in the Property Purchase Price Register.

What personal data is processed? 

  • Names of property transferors  
  • Names of transferees
  • Personal identity codes
  • Contact details  
  • Nationalities of the individuals at the time of the transfer
  • Property identifiers of subject properties  
  • Purchase prices or other compensations paid

Is automated decision-making or profiling used?

The processing of personal data does not involve any automated decision-making or profiling.

How long is the personal data retained?

The NLS permanently retains the information in the Property Purchase Price Register.

The NLS does not archive notices of the conveyance of real property submitted for the maintenance of the Property Purchase Price Register. 

Where does the personal data come from?  

The NLS receives data in the following ways: 

  • From notices of the conveyance of real property submitted by public purchase witnesses
  • From its own Property Transaction Service
  • From the parties of transactions directly from e-services
  • From transactions completed by the National Enforcement Authority (compulsory auctions).

To whom is personal data disclosed?

The Property Purchase Price Register is a public register. The NLS is obliged to submit extracts and disclose other data from the Property Purchase Price Register to parties requesting the information.

The NLS may also use a technical interface to disclose information to: 

  • The judicial administration
  • Regional State Administrative Agencies  
  • Centres for Economic Development, Transport and the Environment  
  • Municipalities  
  • Finnish Tax Administration  
  • Security authorities such as the Finnish Defence Forces and the police  
  • Digital and Population Data Services Agency  
  • Metsähallitus  
  • Public purchase witnesses
  • Senate Properties.

In addition, the NLS may, based on a separate licence, disclose via the technical interface personal data to anyone who needs the information for a justified purpose.

Personal data is not transferred outside the EU or the EEA.

What are your rights in relation to the processing of your personal data?

You have the right to be informed whether the NLS is processing your personal data and if so, which data. You may submit a request to view your personal data using our form or submit a free-form request.

You have the right to request that the NLS rectifies any inaccurate personal data without undue delay. You may submit a request for rectification using our form or submit a free-form request.

Right to lodge a complaint with the Data Protection Ombudsman

You have the right to lodge a complaint with the Data Protection Ombudsman if you are of the opinion that the NLS has violated legislation on the processing of personal data.
